I need a 19" monitor that is height adjustable so the bottom of the monitor can virtually touch the

Wall mounting is not an option-would also need to be 8ms or better. Thanks again in advance.

put the desk against a wall and fix the monitor to the wall
Viewsonic VP181b does that and can be tilted and also rotated through 90 degrees (used in conjunction with software to also rotate the video card output). There are probably others but that's what I've been using for a few years. I can find no fault with it.
