I think you're asking for the smallest square that can be formed by packing 45 cm x 60 cm rectangles.
One side must be multiples of 45 and the other multiples of 60 and the two sides must be equal.
45 Columns = 60 Rows
The greatest common factor is 15 so
3 Columns = 4 rows
Check 3 * 60 = 4 * 45 = 180
The smallest square measures 180 cm on a side.
(of course you could build a square measuring 360 cm on a side as well, or any size as long as for every 3 columns you put 4 rows.)
